Cases opened when committed value cannot be delivered. A case rests for its contest window before any order can execute, so two authorities who genuinely disagree are not adjudicated by gas price.

Nothing is currently held. A case is opened only when committed value cannot be delivered under the compliance rules in force at delivery time.
These are live testnet settlements, not fixtures. Each one committed while every participant was eligible, was refused at delivery time by a RuleV2 the issuer moved in between, held the undeliverable leg without refunding the leg that had already released, and reached a terminal state through an authorised order.

REVERIFY_AND_RESUME
Ask compliance again and retry the delivery the settlement already agreed to.

Deliver to a different account belonging to the same registered identity.

Send the held value back to the party it came from.

Deliver to an approved substitute for the refused receiver.

REVERIFY_AND_RESUME needs the weakest authority because it has no destination parameter at all: it can only retry the delivery the settlement already agreed to. Every other type is an authorisation to send value somewhere the intent never named, and the registry decides who may sign one.
